IFPI Urges EU Countries to Implement AI Act Fully

The International Federation of the Phonographic Industry (IFPI) called on European Union countries to fully implement the new rules of the AI Act. The global labels body held an event in Brussels on September 10, 2026, to launch its 2026 'Music in the EU' report.

IFPI CEO Victoria Oakley highlighted the Act's transparency obligations, including requirements to label certain AI-generated content. She stated these measures mark a step towards fostering trust, accountability, and responsible innovation within the digital ecosystem.

Oakley stressed the strategic priority must be the "absolute, uncompromising implementation and enforcement" of these rules. This includes ensuring right holders possess practical and effective means to exercise and enforce their rights.

The IFPI's push comes amidst concerns over past European legislation. Previous laws favored by the music industry were reportedly diluted or delayed in implementation by individual member countries.

The organization aims to prevent similar outcomes with the AI Act, leveraging key economic data. The 'Music in the EU' report revealed recorded-music revenues in the EU grew 5.1% to €6 billion in 2025.

The EU bloc hosts nine of the world's top 20 recorded-music markets. Streaming now accounts for 66% of European recorded-music revenues, indicating its dominant role in the market.

Despite streaming's growth, the report noted significant room for further expansion. Paid music streaming subscriber penetration in the EU stands at 27%, considerably lower than 54% in the U.S. and 47% in the U.K.

This disparity suggests a substantial untapped market for subscription services within the EU. Full implementation of the AI Act is seen as vital to protect this growing revenue stream and ensure fair compensation for creators and rights holders.

The music industry views robust AI regulation as critical for maintaining market integrity and fostering a sustainable digital environment. Effective enforcement of the AI Act can safeguard intellectual property in an evolving technological landscape.
